Case 830 Remotes disconnected. PTO always runs. Lift works

I have looked at a CASE 830 that an old man has for sale. He has not had it long and did not seem to know much about it. A few things I saw on the rear of the tractor. 1.) The PTO does not appear to stop running. Tried to slow it down with my boot but it seems to keep power. 2) The hydraulic remotes seem to be completely disconnected. There are no hoses attached to the valve assembly and they have been plugged with rags. There are four connection points on this assembly, and I noticed a fifth one behind the assembly under the seat that is also open. I tried actuating the remotes, but of course nothing happened. I do not know what the fifth hydraulic connection behind the remote assembly is. Is this the source of hydraulic fluid from the hydraulic pump that feeds the remotes that has been somehow disconnected? The lifter arms seemed to work fine with me standing on them. I am trying to figure out what I may be up against if I decide to buy the tractor. He is asking a pretty low price for it. The front-end seems solid and tight. Thanks for any help.
