Well, I ve determined its impossible to actually get to currently talk to anyone at the DMV in NY. Ive tried for 2 days every way I could find.
My problem is I bought a vehicle in Ohio and had It shipped to me in NY. I finally have the Ohio title listing me as the owner at my NY address. I cant figure out how to register it in NY. Ive been trying to do this for 2 months.
The web site says I need to fill out several forms and take them to their drop box and leave them. I wanted to try to get the forms right before I drop them off. One form they insist i fill out is DTF-802 for the purchase of the vehicle which was done in Ohio. Nothing on it pertains to my situation. Ive been trying to do this for 2 months.
Anyone have experience with anything like this?

Where are you trying to do this? Some NYS DMV,s are pretty much open as usual. Try walking in. There are many smaller offices such as Seneca County that are very user friendly.

I just did this for an out of state car
shipped on a truck to ny. The dmv website
tell you what forms you need and which
ones the seller needs to fill out and
sign. I had the out of state seller
download, print and mail the forms to me
including the NC notorized title. I
filled out my part and the credit card
form, dropped it in the drop box. It took
a couple of weeks but worked. I picked
the new plates up at the DMV door.

I bought a utility trailer 2 months ago and had to make an appointment with the DMV o get it licensed. My appointment is Dec 7. Glad I don't need it right away. I was able to down load the forms I need so I
can have them filled out before going to my appointment. I was hoping the way the DMV is messed up these days I could do the whole thing on line but can't. Maybe I won't have to sit around a long time when I
actually get in.

You must have that DT-80x form for all purchases that get processed by NY dmv. I is as valuable as a title. Tip: if state vehicle is from and they require notary of seller signature, then it has to be done. AS explained to me, NY does not care but the title state will not release the title to NY dmv without that. I got caught buying in PA and skipping that when I got the title. Also, know that the DT forms are for killer govnor to collect the tax. I keep some on hand, some in glove box in case I run into some good deal and seller has good title but no clue about the DT's. You will have to have it completed by the seller and yeh, expect the clerk to see if the signatures are a match.

Did you have an out of state title with you as the current owner? The seller already did the transaction in Ohio and I now have an Ohio Title with me as the owner in NY. Thats what really is confusing me. The paperwork has no provision for that scenario. Last week I checked their website and could make an appointment to go there in person but didnt because i was still waiting for paperwork. Now it appears that they will not make any in person appointments. Its blacked out through the end of January. This is in Madison County.

i cannot help with NY stuff

I presume you bought the car from an Ohio dealer and the title went to OH to get reassigned to you? this is the way it worked for me a couple months ago when i bought a car in Ohio. I thought it was odd that OH would give you a title as an out of state resident but that's the way they do it. Must be to get the extra title $$.

if bought from an individual they would just sign the title over to you directly without going to the state.

in Indiana i just took "My Ohio title" in and they issued me an Indiana title. but i know that is not NY.

Wow...That is a conundrum. If you paid the sales tax in Ohio, not sure if NY should collect it too, not that they wouldn't try. If you have no proof of paying OH, then NY will be trying hard to get $$. If you have proof of paying a sales tax, then submit that and see if they take it. DMV is just the collector for the tax dept., same a clerk at the quik-sac.

Try back during the second week of December when things slow down again at the DMV. Your DMV is probably swamped right now: this is a holiday week were they will be shut down for two days; staff is likely short handed as many people take vacation time during holiday weeks; and this is right before the end of the month too, the busiest times for DMVs. A triple whammy for sure.

Just got plates for my two diesel F250s that run farm plates here in Mi. Had to make an appointment online to go into their office.
Would not let me do it online. Got the plates Nov 19th. They expired mid May. Yes, there is a waiting period Here in the great
lakes state. Al

I gave up trying to register my trailer in NY---was registered in NY by me before--but what a hassle---registered it in Maine, hassle free and much cheaper
