This has been around as long as I can remember but, nobody has a clue what it"s for. On the handle it says, THE CHAINSTER.

Maybe for pulling chain ends together to install the master link. A different view of the top end might tell us more.

Handle part must be put on wrong. No way the point is going to grab the notches.

Assuming it is used to tighten chains. The lever mount would latch into the notches to adjust length, so the notches are correct to hold that way. The hook on the lever goes into the chain and using the lever, works like a binder pulling the chain.

It looks like there is other writing on the handle below Chainster. Chainster sells electric hoists.
I don't see that working for tire chains. It's design would have it pinched between the tire and chain.

Chain-ger search turns up a multi use bicycle tool from Park Tire, haven't found a picture of one yet. So may that it, maybe not
