Ford 851. Motor loose. Clean fluids. Took sheet metal off to paint. And the grandpa passed away. Cleaning out the shop. Pushed tractor out side a few months ago. Radiator got stolen...... Tires are in great shape. Has what looks like dual spacers behind the rims. Spin outs are welded in place. Carb is missing main needle and float. All equipment came with it. Winter project. Will sell equipment and end up with a free tractor.

I see spin out rear wheels. The spacers you are seeing are for the spin out rims. The spin out spacers are about 4 inches thick, where the dual wheel spacers are about 1.25 inch thick. The dual wheel spacers also require the special extender studs like the pie weights use.
 
I have 2 other Fords with spin out rims. Neither of them have a spacer like this. May have to take a closer look tomorrow.

They are for the spin out rims.
They prevent the tire from hitting the fender when the rims are spun all the way in.

The dual wheel spaces are a solid piece of metal about 2 inches thick and require special stud extensions.
The stud extensions for duals are very similar to the stud extensions used to install pie weights.
 
This site should have all the parts you need to fix that carb. I saw you asked down in the Ford forum and I was going to say something earlier but didn't.
 
You made out like a bandit!! Might want to hold onto the box blade, that could come in handy!!
