Ford 4 cylinder 310906 block?

I have this diesel block and was wondering what y'all know about it. Is it an 800 diesel block and does it have a balancer? It seems to have a little too much vibration, i think the balancer could be out of time if it has one. It has low oil pressure so I'll pull the pan anyway. I'd just like to know before i get into it and thanks. It also has a small pipe plug that appears to be in the camshaft oil galley. I've never seen that before, it's not where the oil line fitting is. I used to could just look the block numbers up in the forums but I get nowhere in the search now. Also could look it up at CNH but that's a dead end too as well as messicks. I wish i had copied those pages when they were available.
 

could you have the numbers reversed?
