What tractor does these rims go to

I bought 2 tires with the rims attached. The tires went on my Farmall H. The rims are 40in wide, with a center 7 3/4 center hole with 8 holes for lug bolts. The paint is well faded. It somewhat resembles JD, but also MH

I expect you are correct, I was thinking the same. I also expect they are only somewhere between 9 and 13 inches wide.

Hub mount duals, Massey, and Oliver are all 9-bolt.

These are 8-bolt which are likely to fit a Ford or any number of other smaller row crop utility tractors. Ford and IH for a couple would just throw 38" wheels on a utility tractor and call it a row crop.
 

So 38" diameter rims. Those will measure about 40" in diameter if you include the bead flange. For future reference, the rim is sized where the tire seats, not the outer diameter of the flange. The width is the distance across the rim between the flanges. Likely 9 or 10" for your rims using 11.2 tires.
