Evidently it's an expansion chamber. Designed to scavenge the exhaust gasses, draw in more air for the next power stroke.
Must be necessary because all of that style engine has it.
Back in the day of 2 stroke dirt bikes it was a big selling point, and there were aftermarket exhausts that were supposed to increase the power, a way to play with the power band.
