Old tire question

Is this tire foam filled? I'm trying to figure out why it has holes drilled
in it all the way around. I have not removed it to know the weight.
Holes are drilled on both sides. Inside and out. About the same.

If it weighs 10 times more than it’s supposed to weigh, it’s probably foam filled

From the pictures,it definently looks
like it's foam filled.

Looks like the house hold type foam not the regular tire type foam. The tire foam I have seen is black not white but the house hold type is white

What else could it be with holes in it but filled ?
