How can you tell if a rim is for a tubeless tire? This is off my hay wagon. Tire said tubeless but had a tube?!!

Grandpa: I would just tube it. Though there is some stuff called bead sealer black like tar but will seal rims with pits like that sometimes. I mount the tire then paint the stuff on with the brush in the can do both sides and seat the beads. Sometimes it dries to fast and will not seal it. I have also used an epoxy to smooth out pits like that.
 
Tubeless tire or not, with all that pitting around the valve stem hole, you should put a tube in to be sure it stays up.
 
I have decided that,in my experience it doesn't matter if a wheel is designed for tubeless tires, it matters if the tire is designed to be tubeless. I mounted two new tires on the front of my '46 John Deere LA with cast iron wheels. I cleaned and painted the wheels, mounted the tires. Haven't lost pressure in five years.
 
If the rim is riveted to the inner hub we always put a tube in them,if they were welded they were considered tubeless.

That hole also appears to be too close to the bend in the metal.
Might be difficult for the tubeless valve stem to seal good enough.
Even if no pitts.
