sealer for the cement to steel bin bottom

I am needing a somewhat pliable sealer for sealing the bottom of a grain bin around under the bottom. It needs to stick to the old cement and the new steel of the bin bottom. Just replaced the bottom ring on a grain bin. It had some old strip under there that is long gone now. I don't want to just tar around the outside. That is part of the problem in the first place. The tar cracks then water and bugs get under it.
I would rather not use just silicone for it. IT does not stick to old cement very well for me.
 
They make something for that, cant think of the name,but it goes on like thick white paint, and dries to a water proof coat,stretchs/contract's with the seasons, and it last 20 years too!
 
They are several different brands of expandable caulk you could use that would just stretch instead of cracking. My local lumber company sells one called Big Stretch. You would have to get both the concrete and the bin very clean to be truly effective.
