My trtailer spring again

I got my spring back under my trailer,and see I put the spring below the center mount shackle . I removed the spring again after it was mounted to my axel. I put the spring on top of the center shackle, where it should be (an hour later) I am ready to mountthe tire, and see the spring in the exact same spot below the center mount. How can I flip the shackle back on top where it should be? Stan
 
You can flip it with a pry bar.

I've had trailers that would flip when jacked up or going across a ditch, etc. They will usually flip back on their own.

That is sometimes caused by the mounts being in the wrong place or the springs have been changed and are too short.

It might be time for a new suspension. Springs, shackles, equalizers, bolts, and instructions for the exact locations for the mounts.
 
If all the components are the proper ones and in good shape the springs won't be able to do that. Sometimes trailer companies will use mismatched component to get a certain ride height, but no properly done suspension will do that.
