I have a John Deere 4010 diesel quite suddenly began with starting difficulties.The shut off cable is properly adjusted. After 4 or 5 spins
and a 5 second wait it starts instantly. The tractor seems to have full power. What should I look at next ??
 
As with any machine 60 years old the question is when was the fuel system cleaned and fuel filter replaced and the system bled? Do you have a clean fuel tank? Inspect the tank thoroughly. If there's any slime or slop in there then remove the tank and clean it out with a powerwasher and inspect for leaks. Have you drained the fuel tank water drain? That is the secondary-type drain petcock in the fuel tank right at the bottom under the front end. Drain and inspect carefully, - NO water allowed AT ALL in a diesel tank! Drain off! Has the injection pump been serviced? Have the valves been adjusted? Have you had the injection nozzles tested? Is the battery strong? 24 volt or switched to 12 volt? We have a nice original 4010. I went through the whole tractor from stem to stern. My crew uses it on an 8 foot mower. Light work. They love the tractor as it starts instantly, doesn't smoke, runs smooth. Just as good as a 4020 for how we use it.
 
I'm going to agree with sv below. Air leak. With tractor running spray starting fluid all arond lines, filter, filter base, fuel pump, injector pump. When you find the leak tractor will rev.
 

Does it make a difference if the tank is full, or down below a half-tank?

An air leak or failing lift pump will give trouble when the tank level gets below the filters, but likely won't bother with a full tank of fuel.
