9N rear tires

I'm cornfused ..........I have two 9n's a 39 (my work horse) with 11.2-28 inch rear tires and the other one I got a few year back that I'm rebuilding has 13-24 inch tires......I believe it to be a 41.
Those tires are history and I dont want that big of a tire on it when I replace them........Do I have a choice.....? The 11.2-28's are much smaller and more suited to the work I do with them.
 
On the 9N there was an option of 32 inch or 28 inch. On the Jubilee there was an option of 28 inch or 24 inch. The 24 inch are a lot smaller then the 28 inch ones
 
Ewplace but the wheel disk you need to mount the 28" wheel will be more of a problem to find and you might just have to go with new rims but you still need the correct wheel disk to mount the new rims.

Ladies and Gents, Apparently I wasn't clear. I need to replace the 13-24's Does anyone know how wide the rims are on the 13-24 or how to measure the rim's width with the tires still on them?
