A most intriguing photo. I wish I could read the writing on the wagons. Or whatever they are. They are supersized, as is the building and the engine. I assume the guy standing by himself with the tie and the timepiece is the boss/foreman. Two out of three workers with hooks!
 
It looks like a Charles Burrell & Sons Engine. They made many variations.
The wagon on the lefts seems to say "Furniture Moving". The one behind the engine
says "By _____ or Sea". By Land, Air, or Sea? It appears to be in the pre-WWI era,
however, the old engine could have been ready for the WWII scrap drives. The men with
amputations are typical of WWI veterans.

When used on the streets, they would have used hard rubber tires. Front ones are missing.
Note the "differential". Just pull a pin in the rear hub to let that wheel freewheel.

That's an impressive flywheel. As to the hooks: In the 1980's, a machinist friend who had been in the trade since the '30's showed me a group photo from a shop safety award ceremony. It was a large group, each man a supervisor from a different factory division. Each man purposely held his division's safety award in a way to show everyone of them had at least one finger missing.
