extension on the PTO

Bought a flat deck Ford 5000 a few weeks ago. It has an extension on the PTO shaft. I can turn the part clockwise--free wheels-the same direction the PTO shaft turns, but can't turn it counter clockwise. Is it an over running clutch or something like that. What is its use....Also I can't seem to remove it from the PTO shaft. Thanks for any help-----------len in michigan
 
that's an overrunning clutch, used to keep PTO implements (mainly Bushhogs) from pushing the tractor forward when you're trying to stop or slowdown to keep the mower from reverse feeding power to the transmission

most all have a roll pin hidden under the grease fitting, and a blank plug on the opposite side to allow you to drive the pin out.
You may have to clean out the hole a bit and turn the outer housing until you see the pin
 
Somebody did not like the hard slam stop of the pto when using a bush hog. And that hard slam stop is hard on the internal PTO brake. If you are going to be using it on a mower like that leave it on.
