Case 2090 Low PTO Oil Pressure

Case 2090 has 50 pounds of oil pressure at the back housing. we have confirmed that it is getting 160 pounds if you dead head the line going into the housing. We replaced the brake carrier housing bushing, rebuild the clutch pack, put a new piston in it. We replaced the two rings that are on the rotary valve. We still only have 50 pounds of oil pressure and we should have 160. If you rev up the PTO speed the pressure goes down slightly. Wondering if anyone has any thoughts on what could be the cause?

The carrier assembly had a 9/32” ball and snap ring
Part number 211-8
Snap ring part number A153400

Wondering if this ball bearing could be something we are missing and causing the low pressure. We have to take it apart again and see.
