Diesel engine revs up and down

I have a 275 International Tractor. Diesel. If you give it a bit of throttle, it will rev way up. Have to keep playing with the throttle. Any suggestions what the problem is.
 
Some ideas I can think of.
Injector pump needs work.
Fuel filters need changing.
Return line stopped up.
Control linkage worn out.
Bad fuel.
Bad fuel pump.
Bad operator. I have seen that before.
 
A British B275? If so, an early one with the CAV in-line injection pump and the air governor?
 
I also had to fix one once that had a wasp nest built in the air-intake pipe. The nest was stopping the air-valve-shutter from moving (that works with the governor).

Later B275s have the rotary CAV pump with the internal centrifugal governor.
 

When mu old Fords have done that they were running out of fuel or had a partial blockage restricting fuel flow. I try to do easy things like filters and lines before going deeper.
 
Probably needs the injector pump rebuilt but I’d sure start with a new filter and hope that’s all it is.
