I believe the last 2 numbers on the tire serial numbers are the year the tire was made. The number may not be called the serial number but all tires have a number on the side wall. Hope this helps.
 
If it has a 4-digit DOT number on the sidewall near the bead, the first 2-digits are for the week and the last 2-digits are the year. Example: 0612 would be the 6th week of 2012 or about the middle of February of 2012.

Big trailer tires are 7 years old, little trailer tires are 13 years old, looks like I will have to dip into retirement (tractor) fund a little.
 
I'm only guessing as I really can't remember but I think in Pa. for trailer inspection it is only 10 years old regardless of condition of the tires and you will not pass.
