Ford 640 hard steering

I just finished putting new spindle bearings in and while I was there took a good look at the bushing and spindle all seemed ok, now the steering is still hard the the bearings did not make a difference, I see no rise in the steering wheel when turned lock to lock so I’m good there. Anyone else got a suggestion. I forgot to mention the tractor has a bumper on the front made of c channel so it would surprise me that adds about 200 or so pounds. And The fronts tires dig in when turning any clue? Thanks
 
You need to separate the spindles from the steering box to see where the problem is.
Jack it up and remove the steering arms.
Can you move the wheels freely by hand?
Now put the wheels back on the ground and set the toe in.
If you still have problems it is in the box.
You do not have to have rise in the steering wheel for the box to be bad.
 
You did not say anything about the thrust bearings on the spindals that carry the weight of the front of the tractor. Replace the wore out bearings and make sure it gets greased good, have to jack up front end for that as the weight will prevent grease from getting pushed down to the lower part of spindal, You should find those thrust bearings the rollers no longer can roll.
