What is this tool?

My father found it in his toolbox and asked me about it. I haven't a clue. It has a level on one piece but not on the other. It's about 4-5" in length and weighs roughly 1lb. It's adjustable in width.

I may be out on a limb here, but I think these pins could be used to "two hole" pipe flanges. Flanges are set with their top two holes in a horizontal plane. The coned pins will centre in the holes, and a torpedo level is placed across them. The built in level would be a bonus to get the face of the flange vertical.My best guess. unc
