Engine stop cable problem

What is wrong when you can move the stop lever all the way on a Stanadyne pump and it still won't shut down the engine? Did the little horse shoe looking clip break? I have the stop cable unhooked.
 
Most likely the clip popped off. Might want to take a look as it might just find it's way into the governor. Have to pinch them a bit sometimes to make them firm on shaft.
 
Has the pump been apart? Might be the stop cam broken/missing, or the lever stop screw set wrong. Might also be a standard size metering valve in the head bore that needs an oversize valve..
