Decided to put new tires on my JD 316 mower and one of the fronts was loaded up with flat stopper from the PO.

It has corroded the rim somewhat, but I polished the bead seats with a wire brush and thought it would be ok. I mounted the tire dry and got it aired up, but it?s not holding. Is tire lube going to cure that? Or will it probably just take a new rim??

There is probably nothing wrong with your rim. You need some bead seal , a black syrupy substance that you brush onto the bead and onto the rim , then air up . Found at any auto parts store.
 
Tires on my snowblower were leaking at the beads for years. Last fall it took them off and "really" cleaned the beads with my angle grinder and wire wheel. Self etching primer and a couple of coats of black engine enamel. Liquid soap, lots, and once they seated they held all winter, Problem with those small tires is you can easily distort the bead mounting or dismounting. They're old and cracked and still leaked slow but 8oz. of slime took care of that.
 
First poster got it right, BEAD SEAL is the magic in a bottle, I have got where I jsut never mount and implement tire without it.
