Allis B timing, Governor weep hole leak, thermostat housing

Got the mag repaired by a VERY competent guy in MN. reinstalled and it wants to kick back when cranked. When I removed the mag, i put a scribe mark on the case and block to keep it in the same position. Which direction do I move it to retard the spark (viewing it from BEHIND) so it doesn't kick when cranking? Also, when it's running the rpm surges up and down about 1/3 or more throttle.

Also, the weep hole below the Governor housing the mag attaches to drips oil when running. Is there a seal that is replaceable if the mag is removed ?

Thermostat housing bolts leak at the top. Previously someone said washers should stop it, but they don't. Any ideas?

Washers around there are usually made of copper or soft brass so they crush & seal. Good luck finding them, try Fastenal, or McMasters-Carr. Be sure they just fit the bolt.
 
Mag clicks the implse coupler when at TDC (exactly, or a tiny (one degree) retarded (after TDC) as soon as a mag (on an early farm tractor) reaches tractor idle speed, it goes to full advance. There is no centrifugal advance. This often produces rough running at anything slower than wide open (where it is designed to operate in the field). If it is a bit advanced from TDC, it will kick back, and make the rough running worse. To time (I have no info specific for that tractor), position the engine at TDC on compression, number 1 cylinder. Since it is running, just turn the engine until the impulse clicks with the rotor ending up pointed to the cap tower with the #1 Plug wire attached. now find the timing marks and align them. Next, loosen the mag in its slots. turn the mag opposite of its rotation in the slots. snug it down some to prevent accidental turning. Rotate the engine two turns exactly, to the timing mark. now turn the mag in its slots just untli it clicks. Lock it down. It now is timed to TDC static timing. Jim
