Don't think it's a railroad hammer, but without telling us how big it is it's hard to tell. I would imagine in mines where there wasn't room to swing a real hammer they might of used something smaller. This is a railroad spike hammer, as I remember they are about 16 inches tall, with a standard 36 inch handle. It's been 48 years since I used one!

I have a hammer somewhat similar though a little bigger. I picked it up 30 some years ago on Vancouver island, so very much boat territory. I was told then that it was used on one side or the other for riveting.
 
We used a railroad spike hammer like that when driving out track pins on large Komatsu excavators in open pit Kaolin mines in Georgia in the 80's & 90'.
