IH 560 Hydraulic filter replacement

I'm the proud owner of a 1961 (if I read the Ser. No. right) 560-gas. It has an IH 2000 loader. The tractor doesn't have one leak from it.
However, the loader is so slow, a little amount of noise but not alarming. If I'm lifting the boom and try and dump the bucket, the arms drop somewhat rapidly. I have to operate one function at a time, and again, slow!

Hydraulic filter (presumably all fluid as well) for for sure the past owner said 8 years ago. Seals around the PTO needed replacing then as well.

4800 hours on the tractor and seems to be working tach.

1. Can I change the hydraulic filter w/out draining all 16 (or so) gallons of fluid?

2. I'm guessing there'll be some milkiness to the fluid so should I change all of it anyway?

3. If all that doesn't change the speed of the loader and allow me to move bucket and boom at the same time, should I consider a 17 GPM pump with an extended wider filter kit?

I have a couple more questions I'll hold off on as this is step one
of several I have.

The filter can be changed with only a small (1.5ish gallons) messily coming out of the cover/filter chamber. Open center
Hydraulics don't like 2 valves at once. The Higher output pump is certainly an option. If you are not using the PTO and
loader at the same, putting a much higher output PTO pump on it might be a easy and no intrusive way to get the action you
want. It would allow curling the bucket, and raise/lower at the same time if one was attached to the OEM hydraulic, and the
PTO ran lift and drop. Jim
 
I answer yes to questions one and two. I wouldn't be surprised if you find that the filter is sucked in due to plugging. Again,
not hard to change and not much fluid loss.

The 460/560's we have all have the regular pump so I can't speak directly, however there has been some discussion on YT about the
higher flowing pump not having an advantage due to intake pipe and/or casting restrictions. Jim may be on to something with the
pto pump idea. We have not run a loader on one of ours.
 
thank you! I'll most likely drain and change fluid but for sure the filter. I may get lucky with local NAPA, Auto Zone etc. picking one up. Would this have any effect on the lack of a "float" feature?

I can drop the arms quickly and smoothly and it floats but as soon as I adjust the bucket to back-drag, the arms firm-up and even start applying down pressure and won't go back into float.

I have the 3 levers next to the dash, with the smallest 3rd lever having the thumb button (it operates the quick-hitch). The largest/inside lever operates the arms. When I drop the arms, the handle stays ahead just a bit, not full forward, but it snaps back to the neutral center and I lose my float. I try to put it back where the float was and it applies down pressure.

Does that make sense and why would this be?
