yes the cable is good an it moves the leaver underneath

Be careful as to how much force. Maybe place the front of a bucket on a utility tractor in the FLOAT position on the lift arms.
 
If it works but is just stiff just put something on heavy enough
to make it work and use it.

I jumped up and down on the lift arms got them down about halfway but don't want to go on down
 
If they went down part way with just you on them I would say
they are just right. The idea of using a loader to push them
down is a good one. Once it's hooked to a plow or something
it should loosen up with use.
 
Rock shafts stick or get hard to move. Put some weight on the lift arms and cycle them up and down.

The 7000/8000 JD tractors do this when the three point is rarely used. I usually put a quick hitch on the three point and hung wheel weights in it. Then cycle the lift up and down.
