IH 2544 steering problems

I have an early 70s model international 2544 yellow state tractor that I am having steering hydraulic problems with. The steering ram blew a seal so I remove the ram and sent it out to be repaired. I got the ram back and installed back in place. But cannot seem to get the hydraulics to bleed to build pressure. The hydraulics work for the three point and the PTO. But the steering wheel just turns and will not build pressure. Is there a bleeder valve of some sort to bleed the air out of the system I am missing? Any help would be grateful. Thank you

It should bleed out on it's own. If not you can loosen a line on each side to help purge air. Does the wheel turn hard or easy. IF hard the oil is moving the air out. If easy then it might need more oil. Has the filter been changed lately? is the oil level up and if so add another couple of gallon.

Caterpillar guy, thank you for your response. I m sorry it took me so long to get back to this. I work for a hospital on the ambulance and needless to say we ve been a little busy. So I m off today and I m getting back to it and following what you posted. I added 3 gallons of hydraulic fluid and started getting a little bit of stiffness in a minor amount of fluid movement but the steering wheel just continues to turn even though it s a little bit stiffer. I m not sure where the hydraulic filter is located. Could you tell me? I m thinking it might be the right side of the transmission case where there s a plate that can be pulled off but I am not for sure and there s not much help on the Internet for these Old state tractors.

I check the hydraulic fluid level again and it showed full so I added another 2 1/2 gallons and it did no change. There still a slight bit of resistance and fluid movement from the steering wheel but I m not getting enough pressure to activate the steering ram. The dipstick on the hydraulic fluid shows it to be over full by about an inch. Again any help would be appreciated thank you. Ron
