CASE 7130 3PT hitch issue

I have a Case 7130 tractor...the 3pt hitch will go up but will not go down unless I have an implement attached to it. To unhook implement I have to manually pull the pins because the 3pt wont go any lower once implement weight is back on the ground.

I had 2 200+LB guys jumping up and down on it and it wouldn't budge. I hooked it up to a fairly heavy (maybe 5000 LB) 3 pt cultivator and the 3pt goes up and down all day long. I have unplugged/plugged in the draft sensor plugs and that doesn't seem to change anything.

Has anyone else had this problem?
 
Don't know much about them. I just got introduced to them last spring. If you look under that cover at the back of the right console there is a couple of knobs and they are supposed to be to set the drop for the 3pt. The speed and the height.
If I understood it right from just reading the cover there is a dip switch on the console by the power shift lever to the left it has to be in a set position for it to drop all the way down if you have the drop position set for like pulling a planter so it sets level. I could also be all wet on this. SO it is worth just what you paid for it.
 
You might do better to ask on NewAgTalk machinery forum. Lots of Magnum knowledge there. I had a 7140, but with no 3pt.
