Can anybody positively identify
what brand steam engine this is?

Sure looks like a Case return flue steamer.

Case center crank (not crank disc as in all later Case steam engines), return flue, and notice the seat on the top front of the boiler. Early engines were sometimes horse-guided (but not pulled by horses).
 
An approx. 1895-'96 Case return flue straw burner, either 12 or 16 H.P. The portly fella in the foreground looks like he is resting his belly on an early side mounted auxiliary water tank. As others have said, its a center crank engine and the steering is accomplished by a rock-steady team hitched to the front axle.

Then why does it have a steering wheel and chains hooked to the front axle?
