A heavily modified Oliver 70 from about 1937. Wonder if that's a type of dump box behind the driver?
 
I have seen carcasses of those sweepers a couple times, built around MM R. Also saw a paver built with MM running gear.
 


Not a heavily modified Oliver, it is a street sweeper that used a stock Oliver or Oliver Hart Parr as a power plant. Oliver sold PowerPacks as they called them to many equipment manufacturers. Many different applications have come up in the Oliver magazine over the years.
 
I have never seen one of those in person, but there was a thread on the Jetstar.Minneapolis-Moline website 10 or more years ago:

That is an Austin-Western street sweeper. The hood, grille, front bolster and front wheel (and presumably the engine) were Minneapolis-Moline. From the rear of the engine back was built by Austin-Western. I don't think they used a MM transmission because of the drive wheel size and placement.

either your streets and sanitation workers wear suits/ties/fedoras to work,

OR

your mayor actually knows how to drive a tractor/street sweeper for the photographer
 
The Elgin, Ill. sweeper Co. of Elgin, Ill made these out fits, this is on a M M 'R'tractor.Never saw one on another make of tractor.The village of Forreston,Ill. was using theres tntill 30? yrs.ago.
It is owned buy a friend of mine and displayed ar he " Freeport. Show.
I do rember it sweping streets in Forreston a very long time ago. olsclint
