Definitely a home-built tribute to the LaPorte, Indiana beasts! It looks like a Fairbanks Morse "Z" throttle governed engine with its hopper removed and plumbed
to the exhaust stack/radiator to cool it. I'd imagine it is a fun little machine to operate or just to watch and listen to as it rolls by.
