Are all aftermarket gauge clusters the same as far as quality and manufacturer? I would like to replace them in my Ford 3000 and 5000.

No. Some are close,some are inferior.None are as good as original. However,the main appeal is reduced price. And sometimes,availability. Some older OEM parts are No Longer Available.Many times when the 'factory' discontinues a part,the aftermarket MFGers pick it up and run with it.I use a lot of aftermarket parts.Really haven't run across any that were complete duds.

Yes aftermarket tach cluster quality does vary. But they can not be worse than the original Lucas jobs they put in those Fords when new. The original ones were a disaster and many, if not most of them quit counting in just a couple/few thousand hours.
Never, Ever trust the hours on a 65-75 Ford tractor unless you see it roll over with your own eyes.
