I can think or a number of ways to make them.
#1 take an old rim and then wed a flat piece of metal where the tires would have been and then lugs.

Back a number of years ago there was a tractor dealer that sold tractors to the Mennonites in this area and they made steel wheels for brand new tractors so I know it can be done if one so wants to
 
Lots of Amish and Mennonite Mfgs in PA and OH that make them for all sorts of tractors and machines. Just tell them how big and what they need to fit and they will make them.---------------------Loren
