Economy power king rear wheels locked

I have a 14 hp economy tractor with the dual transmissions. I got it non running and have not had it running. The rear wheels are locked when pushing it forward, but not when pushing it backward.

The brakes are not stuck. I removed the top covers on both transmissions and placed them in neutral, but it is still locked. I removed the differential cover and nothing appears broken. What am I missing?

Has it been sitting in a freezing condition? Maybe water in the drop boxs/final drives that is frozen locking them

Didn't notice you said it moves backwards in the case I'd look at the brakes again they can release in reverse and lock up going forward
 
Bad roller and ball bearings can fail in ways that cause them to become one way clutches.
With the clutch pushed down, and the front and rear transmissions in neutral, rotate the gears in the front transmission.
If they move it is not that.
Now watch in transmission #2 to see if the counter 9lower) shaft turns when the input shaft is rotated. If so it is not the input and countershaft of #2
Now try to rotate the output shaft of #2. If it does not rotate one way, but does the other, the issue is in the differential, or ring gear, or rear bearing of
the trns #2
With both rear wheels off the ground, turning one forward should make the other turn backward. if so and wroks either direction, the issue in not in the actual
differential, but could be in the ring and pinion, or bearings there. Jim
 
It is below freezing at night but everything turns freely when pushing it in reverse, just not moving forward.

Thanks Jim I followed your instructions. It appears it is in the ring and pinion gears. With the rear wheels off the ground it does turn in both directions however when it is turned in one direction the out put shaft in the second transmission turns sporadically or not at all. Thank you everyone for your fast responses
 
I hope you get it fixed, Economys are nice little tractors and the double transmission makes them more useful. When you get it going shift the back transmission down
first to avoid putting increased torque on it from the front transmission until it is in low already. This will help prevent breaking the back transmission.
