444 overheating problem

My 444 International, which I have owned since 1981, has always ran in the range of 190 - 210 degrees Fahrenheit even after replacing the water pump, having the radiator core tubes boiled and scraped, and flushing the block 5 times over a two week period with a cleaner, while also replacing the radiator cap and putting in a 175 degree thermostat (all this done in the past two years) still goes to 210 degrees just while running normal rpm without a load. The radiator fins are clean, fan blade spins with a new belt. Any suggestions?
 
Maybe residual crud let loose and is blocking the thermostat action. Or maybe the thermostat is in backwards. What does it do with no thermostat?
 
Is it loosing coolant, boiling over, coolant condensing under the oil cap, loss of power, misfire, steam out the exhaust even when warm?

If none of these, and it's always tended to run hot, I would have to let it be, assume that's just where it wants to run.

infrared, I just call them a heat clicker.

Sure sounds like an inaccurate gauge to me!

From the ideas presented, for which I am extremely grateful, I have some checking to do. Right now the tractor is split putting in a new clutch so it will be a bit before I can run the engine. Again, thank everyone so much and I welcome any more ideas.
