John Deere 60 starter

Well one problem solved on to the next when I reve up the motor on the 60 it takes a few seconds to rev up is the governor sticking or is it a governor problem? By the way it was a ground issue on the starter starts great now thanks for any advice on the throttle issue
 
Don't expect instant response from the throttle lever. Had my 60 since '71, still the same. It is not a gas pedal.
 
If governor is set right carburator set right,timing and points right,it will bark and snap open.those duplex carburators are touchy to adjust. A properly tuned engine will be ready to run when needed
