fuel dispensing valve ?

I work at a place that has a large diesel fuel tank with the locking type dispensing valve at the out end of a flexible hose. The valve will not hold a full stream and can only SLOWLY be brought to about 1/2 stream before it trips off. Are there any adjustments that can be made or is it necessary to install a new valve?
 
I studied this on a few You Tubes and see I should have called it a dispensing 'nozzle'. Fascinating how they work.
 
There is a little line inside the outer fuel dispenser pipe. Some times the little elbow stops up or pops out. Also under the screws is a diafram under it is a rod and small steel3 balls. Generally spraying wd40 down there and or spraying in the little hole on the fill pipe will fix them. You guys probably don't hang it up right and the little vent line gets gunk in it.
 
Not the case. It's going into a 60 gallon vehicle tank where the opening is about 2 inches in diameter which provides plenty of space for fuel in and air out.
