I have a ford 3500 Ford industrial tractor it has the shuttle shift the breaks do not work does anyone know what break system this has and how to fix it

A 3500 has the same rear end as a 3000. The brakes are the outboard dry drum type. They are pretty simple.
The I&T FO-31 Manual will cover them - adjustment, replacement, etc.
