2003 Buick Park Ave overcharged battery

My Buick 3800 now has the battery voltage reading 15.1v when turned off and 12.8v (according to gauges) when running. One power seat works intermittently and dash lights have gone into flicker mode, but now ok. I'm suspecting a poor ground somewhere since all fuses checked out ok. Any suggestions where to go from here?
 
Check the integrity of the ground cable
from the engine to body. I bet your front
engine mount is broken, allowing the engine
to move up every time you accelerate. You
could also have a failing battery, those
batteries under the back seat last a long
time, it's not unusual for me to replace
one that is 10-12 years old.
 
So you think the underhood heat is what kills a battery?

I tend to agree!

Combine 100F+ heat with sitting in gridlock every evening, I may be finding a cooler place for my battery. About 2 years is the max, then it will suddenly fail, like a broken internal connection.
 
Those double stacked battery cable ends have always been a problem... Tighten are remove and clean I have fixed a many issue on them by just tighten them up... Positive side is double stacked :(...

On one you could be driving along the transmission would down shift to low gear intermittently :SHOCK: I tighten the battery cables at the battery for the fix...

BTW 15.1 is not to high borderline but sometimes normal... 15.2 is my high limit you need to put a good DVOM on it to confirm the dash gauge reading...
 
I had a 1999 LeSabre and when anything electrical started doing funny things it was like Hobo said, take the double battery cables off the battery and clean with wire brush and reinstall but don't over tighten
or the side mount terminal in the battery will fail.
 
Update
I discovered that my DVOM had a weak battery and readings were not correct. Nevertheless, I disconnected the pos battery cable, then reconnected it and it created a spark. With a light probe connected to various fuses I found some circuits in which the short may occur. All my MAXI fuses (30A to 60A) indicated a short. I don't know why one short would affect 5 or 6 circuits. Any ideas?
