Oliver 60T baler knotters

I?m trying to get this old baler running and I?ve been spinning it over by hand to check the timing and everything and the knotters must have gotten tripped and I can?t get the needles to return is there something I need to do or check? Also the fork that pulls hay into the bale chamber is out of time I set it per the manual but it?s still not right as it wants to hit the plunger any tips?
 
It cannot go backwards. Remove hay from the chamber. Remove string tangles. Assume you timed the stuffing fork incorrectly. remove the chain from the fork drive. redo the timing. Usually the fork shoves hay as soon as the plunger gets past the fork on the way out of the chamber. then retracts as the plunger approaches it. Maybe timed backwards? Jim
 
I?ll double check that fork timing like that I forgot to add it doesn?t currently have any hay or twine in it yet
