The light fixture is coated with tar and nicotine so pic can't show how white the refrigerator and wall is.

Hey George, I assume you mean Goop hand cleaner. Unless you were somehow able to convince Gwyneth Paltrow to come clean your rentals.
 
GOOP as in hand cleaner cuts the tar and nicotine with no effort.

That makes my day. Even cleans kitchen floor. No toxic smell.

Ah, but think how happy you'd be with Gwyneth (aka Goop) scrubbing the walls and floors of your tenement.
 
You might try using charcoal lighter fluid, which I've found to be an excellent solvent for sticky icky-sticky stuff that water doesn't cut.

One entry said lighter fluid. You can buy it in bulk at depot or Lowes. Look for synthetic kerosene. Not K-1 . Another spot cleaner is Everclear. Yup.. booze It disolved most anything i wiped it on. NAPA stores a long time ago had spray bottles of Spray 9. Fantastik on cigar smoke.
 
Goop is cheaper, less likely to damage finish on wood cabinets and countertops. Less likely to cause a fire. Less likely to damage flooring. Goop, wipe on, Wipe off.
 
As every product says do a test spot first. Just a couple of things I use. Just for giggles. If you want to clean up old grease, stinky old gasoline, etc. Try E-85 from your local gas station. This is a little Eagle one quart saftey can from a car show. About twenty minutes work. There are so many solvents to try but there are also ones that worked very well and they are now gone! Carbon tet being one.

I found a great cleaner at the dollar store (not $.99, not family Dollar). It comes in a spray bottle or refill. Water base, sort of yellow liquid, can be diluted or full strength. The stuff is awesome! It cuts the nicotine and stuff probably as easily as the goop does.
