OT Bathroom Ceiling Paint, arggghh

The skinny; New full size bathroom above the garage, tiled shower, jacuzzi tub, double sink etc. I seem to be having a problem preventing the paint from peeling off of the skim coat plaster on the ceiling. Primed and painted from day one, I've upsized the ceiling fan with timer to the largest per joist size to rid of the steam. On occasion I will open a window. Do you think the issues is competing temperatures from the garage and the living space? Should I go over the ceiling with composite bead board and call it a day?? My other bath in the main part of the house on the second floor, no issues. Any "professionals" out there? pic is of post previous 2nd repaint.

I don't recall the time of finished plaster b4 I painted,,,, but the finished work was done 9-years ago. Do you suggest drying the bathroom out really, really well with a heater?
 
What part of the country do you live in? Is there sufficient insulation (an moisture barrier) above the bathroom in the attic to prevent condensation from humidity in the attic and is that part of the attic vented properly?

Here in Houston, I have had trouble with cold air filtering around the vent boxes in the ceiling and condensing the very humid summer air on the boxes which then runs down and stains the ceiling and makes it moldy.

In a colder part of the US, a cold ceiling (again insufficient insulation) could also condense more of the steam and prevent it from evaporating as quickly.
 
Sometimes when the sheetrock people sand the walls and ceiling they fail to remove the dust. Then when you paint the paint doesn't adhere. I always take a broom and sweep the new rock before I texture or paint. Excessive humidity could make it mold but it shouldn't cause adhesion problems once dry.
 
I would look for the source of the moisture/condensation problem and try to get that fixed first before worrying about the paint. Maybe open up the ceiling to see what is happening. Peeling paint may be a symptom of much bigger problems if there is mold and rot inside the ceiling and walls. Which part of the country are you located?
