1982 Ford 5610 Power Steering Locked up any ideas?

I have a 1982 Ford 5610 with power steering. When parked over a year ago steering was great. Now the steering wheel is 100% locked up. Leaky Power Steering pump was replaced about 2 years ago. Full of fluid, no leaks, steering wheel feels like it is welded in place. I have a new filter on order due to arrive tomorrow, if that does not fix the problem, what should I do next?
 
If the steering wheel is stuck solid, as in no movement at all, the problem has to be right there at the steering input shaft.

If it was stored out in the weather, I would look for rain water to have gotten in the top of the steering shaft and rusted something up.

If it has an Orbitrol type steering, and you decide to open up the valve, disassemble it carefully, take pictures, make notes. It will go back together many ways, but only work when it's right.
 
Thanks so much guys. The power steering pump checked out ok. The nut at the top of the steering column that holds down the steering wheel is rusted so bad it has almost rusted away. A 1" 12 point socket and an impact gun will not break the nut loose. I have called a mobile tractor repair guy. He says there is 90 weigh oil in the steering column assembly that probably leaked out. From my phone conversation with him He thinks I will need a complete reman or used steering column assembly. Sound right?
