1952 Fordson major starter locked up

1. How many bolts hold the starter on?
2.is there a solution to fix this without having to take the starter off?

Two Majors in 1952, E27N and E1ADDN "New" Major, which one do you have? If it is an E27N is it a spark ignition engine or a Perkins? Two different starters. If it is a "New" Major there were two different starters on that one too.

I am not familiar with the Fordsons, but starters can get locked onto the ring gear due to a worn gear. They can usually be freed by rocking the tractor. Most starters have three bolts. You get onto the back one by adding an extension or two and maybe a wobble socket.
