650 John deere help

I have a 650 john deere compact tractor and the loader and the power steering will not wotk unless the three point is all the way up. Any help ?

Has it been this way as long as you've owned it, or is this something that just suddenly happened?

The common point between the loader valve and power steering is that that when either or both are installed, a small plug, "A", must be installed deep inside the lower port to block off the flow of oil supplied by the hydraulic pump from going directly to the hitch valve, and route it to the power steering flow control valve and loader valve first. The oil not used by the power steering and loader valve then returns thru the upper port to supply the hitch valve.

Check for the presence of the plug, if it is missing the part number to obtain one is 15H275.

It has not always been this way. so I dont think that is the problem.
