CAV injector pump Massey Ferguson 135

Hello I hope some one can Help with this situation I have. Rebuilt injection pump on my Massey Ferguson 135, 1974 Model. The problem I am having is when I start it goes to full throttle, only way to control the throttle is the cut off lever, throttle lever does nothing. I have removed and replaced three different times by some other mechanics suggestions to try. I am out of options, Can anyone help me out here.?
 
Pump has internal GOVERNOR problems, it was not found and corrected on the test stand. Why I always take extra time to make sure governor will shut down fuel as it should on my test stand..
 
I just dropped one off at the shop for a friend. Haven't picked it up yet but wondering if it should have been taken off by some sort of timing?
 
That pump is one of the easiest to remove/replace. Three bolts in the pump drive gear to remove at front, gear has a dowel that locates into the pump drive hub groove for correct timing. The pump flange ear scribe mark and timing cover scribe mark are usually aligned.

Thanks for the reply I got it going someone had put the shutoff arm in the wrong hole. I moved it to the center hole and it idles so good now, Fixed thank God I was tired of remove and replace remove and replace three or four times. I really don't know how it ran before. I took pictures before i removed anything.
