Front end loader

I have a 1974 Ford 3400 gas. I believe it has a 730 loader. The loader began to make a chatter noise and then acted as if there was no pressure and quit working. The pump appears to be in good order. The filter was a disaster and I changed it but the loader still won't work...any ideas?
 
As silly as it a my seem, double check the hyd. oil level. After changing the filter and such, it may be low.
 
I did refill but purposely left it about 2 gallons low (that could be my issue) but if the system is air locked how would I relieve the lock?

If you are 2 Gals low I would think you are sucking air. To bleed the system after the oil has been refilled run the engine at 1200 to 1500 RPM while moving the levers back and forth for 15 minutes.
