Brakes on 170 Allis

A couple years ago I worked on the brakes on my 170. I had dealer work on drums , new springs and worked on the balls that are between drums. Now after tractor has sit for a while and I step on brakes the wheel locks up . After applying brakes a few times it stops. The right side seems to be worse than the left. Dealer has since retired and closed shop. What do I need to do to fix this? Thank you
 

I have one that does that, I took it apart thinking something was wrong and found everything had anti-seize on it and the linings looked like new. I cleaned the anti-seize off of everything thinking that was causing the problem, but it still does it. The shimmed dimension was also correct. Now I am thinking it is the type of material they used in those linings, it is absorbing moisture causing them to grab. I think the only solution is to try some different linings...not an easy job if you don't do them everyday.
 
Thanks for the help that might be it . It seems to grab worse when we have higher humidity. Thought maybe I had shims wrong . Had a 666 international that use to do same thing took the pad off, wire brushed it and it would work great for a while until it glazed over again. They were much easier to get at than the 170. I mainly use it on small baler so might have to live with it.
