4020 surges when using NH 326 square baler

My 4020 diesel surges really bad when running my 326 new holland square baler. I can put it behind my farmall 656 and it kicks butt , have heard of the governor ring being failed, we had pump rebuilt not too long ago like 10 years ago to my memory.
 
If you work it hard other than the bailer does it surge then? Have you changed your fuel filter recently? Having said all that it most likely has to do with the governor.

What do you mean by surge? Is it in time to the plunger head of the baler? It is normal for any tractor governor to respond to the load no load of a baler compressing the hay even a big tractor on a small baler.
 
we have a 311 and when it is on the 706 it runs smooth. it has the same engine as your 656. one year we had to change tractors in the field and put the 684 on when that happened the baler did the same thing as the 4020 it got in time with the 684s engine the bales came out heavier and built like a brick. it does the same thing with the 884 which also has a 4 cylinder engine. my theory is the those ih engines in the 706/656 have a short stroke and run faster than the smaller 4 cylinder engines which have a long stroke and run slower. im thinking the 4020 has a long stroke and runs slower at pto speed.

Is baler putting out similar number of bales per minute/hr when attached to either tractor?
 
. If the plunger frequency is a harmonic of the governor response time . A small cycling load can make a large engine hunt in the governor .
