1967 John Deere 3020 diesel keeps idling faster on it's own and a tap on the pedal and it comes back to normal, then starts all over again.

Sounds typical for worn governor in fuel inj pump. You need to get inj pump repaired before engine rpm's can't be controlled & a piston connecting rod gets thrown through the engine block

I'm not the original owner but have owned it for about 6 years now and it has always done that. Seems to be getting worse.

Flex ring, flex ring. Its getting close to running away if it is creeping on RPMs. I have been seeing a couple a week lately. Cant complain, busy is good. Simple fix that isn't to expensive. Steer clear of low priced two hour fix jobs. It takes time to do a pump right. Don't fall for the 1000 buck bend me over jobs either. Just cause something costs a bunch doesn't mean a quality job either. Don't pick someone just because their up the road or local. Call around and spend an little time talking to different pump shops. A few calls will save you money and get it done right. ALWAYS pick someone your comfortable with. Al

If it has been doing it for years, you are a lucky guy that it hasn't turned the motor into a grenade. My 4020 did the same thing last year, time for a new injection pump
